What the check is, and who needs one
An electrical safety check is an inspection and test of the fixed electrical installation in a house: the switchboard, the safety switches, the earthing, the wiring we can get to, and every power point, switch and light fitting. It is done to AS/NZS 3019, the standard for periodic assessment of electrical installations. You get a written report that says what passed, what failed and what should be fixed.
Rental providers in Victoria must have one done every two years by a licensed or registered electrician. Buyers want one before they settle on an older house. Owners book one after a scare, a safety switch that keeps tripping, or when the board still has ceramic fuses.
We do them across Frankston, the Mornington Peninsula and the south-east. Fixed price for the check. Any repairs are quoted separately and you decide.
What's in an electrical safety check
-
Switchboard
Condition of the board, the main switch, the circuit breakers or fuses, and whether every power and lighting circuit has safety switch protection.
-
Safety switches
Each RCD tested with a meter. Trip times recorded. A safety switch that works on the test button but trips too slowly still fails.
-
Earthing
The main earth, the earth connection and earth continuity to the points we test.
-
Wiring
Accessible wiring in the roof, under the floor and at the board, checked for damage, heat, old rubber or cotton insulation and amateur joins.
-
Points, switches and fittings
Every power point tested for polarity and earth. Switches, light fittings, exhaust fans and fixed appliances inspected.
-
Written report
What passed, what failed, what must be fixed and what we recommend. Dated and signed, ready for your agent or your file.
Checks we do most
Four reasons cover nearly every safety check we are booked for.
-
Rental property check
The two-yearly check the Residential Tenancies Regulations require, for landlords and property managers.
- Done to section 4 of AS/NZS 3019
- Report in the form your agent needs for the records
- Faults listed with a quote to fix each one
- Smoke alarms tested while we are there
-
Buying or selling
A check before you settle, or before the house goes on the market, so the switchboard does not become an argument on the day.
- Switchboard and safety switch protection assessed
- Wiring age and condition reported
- Repairs costed so you know the number
- A report you can hand to the other side
-
Older homes
Houses around Frankston, Seaford and Carrum Downs built before the 1990s often have boards and wiring that were never upgraded.
- Ceramic fuses and boards with no safety switch
- Rubber and cotton-insulated wiring
- Unearthed power points and lighting
- Past DIY work found and listed
-
After a fault
A safety switch that trips, a shock from a tap, a burning smell that went away. A check finds the cause and anything else waiting to happen.
- Tripping circuit tested, not reset and forgotten
- Fault located and quoted
- Rest of the installation checked at the same time
- Made safe on the day if something is dangerous
What the check follows
How a safety check is done, and what you get at the end.
- Standard
- AS/NZS 3019, section 4: periodic assessment of an electrical installation
- Who does it
- A licensed electrician from a Registered Electrical Contractor
- Switchboard
- Every power and lighting circuit checked for a circuit breaker and a safety switch, the minimum standard for Victorian rentals since 29 March 2023
- Safety switches
- Trip times measured with a tester and recorded, not just the test button pressed
- Report
- Written findings and recommendations, as section 2 of AS/NZS 3019 describes
- Repairs
- Quoted separately. The check is the check
- Certificate
- Repairs that are prescribed electrical work come with a Certificate of Electrical Safety
What fails a check most often
If your house has any of these, expect them in the report.
- No safety switch, or one safety switch covering the whole house
- Ceramic fuses still in the board
- Power points or switches that are cracked, scorched or loose
- Light fittings or fans in a bathroom that are not rated for a wet area
- Wiring joined with tape or left exposed in the roof
- Missing covers on the board or on junction boxes
- Earthing that is missing or not connected
- Smoke alarms past their ten-year replacement date
None of these is unusual, and all of them can be fixed.

How the check runs
-
Step 1: Book
Tell us if it is a rental, a sale or your own place. We give you a fixed price for the check.
-
Step 2: Inspect
Switchboard first, then the earthing, the wiring we can reach, and every point and fitting.
-
Step 3: Test
Safety switches, polarity and earth continuity tested with instruments. Results recorded.
-
Step 4: Report
Written report with what passed, what failed and what we recommend.
-
Step 5: Fix, if you want
Faults quoted separately. Say yes and we book them. Say no and the report is still yours.
What Victorian law requires
Rental providers must have the electrical installation checked every two years by a licensed or registered electrician, keep the record until the next check, give the renter a copy within seven days of a written request, and tell a new renter the date of the last check and any outstanding recommendations before the agreement is signed. Since 29 March 2023 every power and lighting circuit in a rental must be on a circuit breaker and a safety switch. The check follows section 4 of AS/NZS 3019.
- Check every two years
- Licensed or registered electrician
- AS/NZS 3019, section 4
- Record kept until the next check
- Copy to the renter within 7 days of a written request
- Circuit breaker and safety switch on every power and lighting circuit

Electrical safety checks for Frankston rentals and homes
Streamline Electrical & Data is a Frankston-based team working across the Mornington Peninsula and the south-east. Safety checks are a regular part of the week: rentals on the two-year cycle, houses changing hands, and owners who want to know what is behind the switchboard door.
The two-year rule for rentals
Victorian rental providers must have an electrical safety check every two years, done by a licensed or registered electrician. If a renter moves in and no check has been done in the last two years, one must be done as soon as possible. The record is kept until the next check, and a renter who asks in writing gets a copy within seven days. Property managers around Frankston usually book the check and the smoke alarm test together.
Switchboards and safety switches
Since 29 March 2023 a rental must have a circuit breaker and a safety switch on every power and lighting circuit. A board with ceramic fuses fails. A board with one safety switch covering some circuits and not others fails. The fix is an individual RCBO on each circuit, or a new board where the old one has no room. We quote that separately from the check.
What a check is not
A safety check is not a Certificate of Electrical Safety. A certificate is issued for electrical work that has been carried out. The check gives you a report on the installation as it stands. If we then do repairs, the repairs come with a certificate.
Buying or selling a house
A pre-purchase check tells you what the switchboard and wiring will cost you after settlement. A pre-sale check means the buyer’s inspector finds nothing you did not already know about. Either way you get the same report and the same priced list of repairs.
After a fault or a scare
A safety switch that trips once a week, a shock from a tap or an appliance, a burning smell that stopped. The check finds the cause, and the rest of the installation gets looked at while we are there. If something is dangerous right now, ring us instead of booking a check.
